Tillerson said he had "a very open, candid discussion" with Kishida about taking a different approach toward North Korea.

The tour, which also includes South Korea and China, is Tillerson's first major foray into crisis diplomacy, after brief trips to Bonn and Mexico City.

Washington initially took a tougher tack under Clinton's successor, George W. Bush, but later pivoted to dialogue, including removing North Korea from its list of state sponsors of terrorism. "If our prime minister is in Ankara, he will meet him", Cavusoglu told HaberTurk broadcaster in an interview. "Really? Experts say it could have a nuclear-tipped missile that could reach the United States within a few years. One reporter asked if this decision was a move to exclude the diplomatic press corps (Toner said it wasn't) and whether the motivation was to have a "friendly" outlet aboard that presumably would provide more favorable coverage.
