Legislators debate state budget

The state Senate passed the first six bills late Tuesday night after lawmakers and Democratic Gov. Andrew Cuomo resolved a stalemate that forced them to blow past a Saturday budget deadline.

Bronx Democrat Carl Heastie said Thursday that the Assembly is willing to accept a deal on funding for charter schools, one of the last sticking points in the way of a new state budget, now several days late.

Those issues are: linking the renewal of the 421a tax abatement to when rent control for New York City expires, a charter tuition aid freeze that concludes in June and the supervision of 16 and 17-year-olds in the broader raise the age conversation, according to the source.

Stavisky said the understanding in the state Senate as of Tuesday evening had been that raising the age would be included in a later revenue bill, which is often referred to as "the big ugly", as it often contains controversial and hard aspects of budget legislation.

"It is disappointing that the New York City-controlled Assembly Democrats are holding out on passing the final state budget due to their version of Raise the Age", Young said.

Assemblywoman Stacey Pheffer Amato (D-Rockaway Beach) said the extender has "some bright spots", including, "increased funding for home health care aides and crucial upgrades to I878."The I-878 is the Nassau Expressway".

But lawmakers said that idea was killed a week ago and that any fiscal problems that arise later in the year can be dealt with in a special Legislature session. He returned to the public eye on Tuesday, after the bills passed, and seemed to taunt legislators, who are supposed to leave Albany today and break until the 24th.

NY state will avoid a government shutdown after lawmakers approved a two-month stopgap spending plan. He added that it's very hard to get lawmakers back to reopen a budget if federal cuts come through.

Builders must show that they have experience "executing high-profile, high-visibility, and politically contentious" projects. Kelly said because he doesn't know what the wall will look like nor how much will be built, he can't predict the cost.

Young said the Senate will continue to pursue passage of a full budget and that she is "hopeful the Assembly will join us in common sense policies that will help every New Yorker have the opportunity to succeed".

Yet Cuomo suggested that a final budget vote by the Legislature was not at hand - even as lawmakers just hours earlier vowed to stay at the Capitol to get it done.

The disagreement boiled over Monday, with various Senate Republicans issuing statements essentially accusing Democrats of wanting to coddle juvenile rapists and murderers.
