The scholarship was proposed by Gov. Andrew M. Cuomo back in January.

One wrinkle in the proposal is that students who take advantage of the free tuition must remain in New York State after graduation for as many years as they earned the benefit. Families making between $100,000 and $110,000 will also be eligible in 2018, and all families making less than $125,000 are scheduled to become eligible in 2019. "Even if you can pay for it, the students will come out with loans, thirty, forty, fifty-thousand dollars a year that they carry half their life". If students take advantage of the tuition plan, they must stay in NY after graduation for the same number of years they received the scholarship.

Clinton endorsed a similar program while running for president as did her Democratic primary opponent Bernie Sanders. Under the plan, in-state students whose families earn $125,000 or less can participate.

Tuition at State University of NY ost $6,740 for in-state students, while community colleges cost them $4,350.

The Budget provides a record $7.5 billion in total support for higher education, a $448 million, or 6.3 percent, increase over a year ago.

Middle-class families could save up to $25,880 for a four-year degree at a State University or City University of NY school. Cuomo's office says some 940,000 families will qualify.

The amendment - which was not part of Cuomo's original offer of free college for middle- class students - was added at the insistence of Republicans in the state Senate.

There are some other caveats, as well: The scholarship is for full time students taking 30 credits in the school year, though Cuomo says that part is "flexible" in the event of hardship.

The tuition plan will cost an estimated $163 million per year. Incoming students starting school in the fall who meet the specific economic threshold may score a free ride to a in-state public college or university. The initiative also includes $19 million for a new tuition award program for students at private colleges. It doesn't cover fees and other expenses, like the costs of books or room and board.

The final plan carries a number of restrictions inserted by the Legislature, that were not in Cuomo's original proposal, that are created to avoid misuse of the scholarship, and could limit the number of students who qualify.
