CBO: Trump's budget doesn't balance federal ledger

That's opposed to the CBO score, which said the bill would cut Medicaid by almost $800 billion.

CBO's conclusion differs from the White House's largely because the CBO - and most economists - project slower economic growth than the administration assumes.

There was no immediate reaction to the report from the Trump administration. The report also estimates that debt held by the public would total 80% of GDP by 2027, 11 percentage points below the CBO's projection under current policy, due in large part to significant proposed cuts to government spending.

The deficit could fall to between 2.6% and 3.3% of gross domestic product over the next 10 years, the CBO said.

The White House blueprint would cut $2 trillion in mandatory spending, including $1.9 trillion on health care.

"The tax reform concepts rely nearly entirely on the budget resolution passing", Mulvaney said at a breakfast with reporters.

It wasn't. FactCheck.org concluded that despite overestimating the number of people who who get subsidized insurance through ACA exchanges and underestimating the number who would gain coverage through the law's Medicaid expansion, the CBO "actually nailed the overall impact of the law on the uninsured pretty closely". Mulvaney said that the priority is completing the GOP's rewrite of health care first.

By assuming rapidly accelerating economic growth, Mr. Trump's economic team was able to make the budget balance without making changes to Social Security's retirement program or Medicare, the two biggest drivers of America's debt.

The deficit cuts may come up short of balance, but the White House noted they are still very ambitious.

The Congressional Budget Office said the proposed White House budget would result in a $720 billion deficit at the end of 10 years, not a small surplus as it had estimated. Instead, it estimates that Trump's budget would reduce deficits by a third over the next decade relative to where they would be otherwise.
