Russia weighs in on North Korea war rhetoric

Russian Federation does not accept a North Korea that possesses nuclear weapons, Foreign Minister Sergey Lavrov said.

"Russia together with China developed a very smart plan which proposes "double freezing": Kim Jong-un should freeze nuclear tests and stop launching any types of ballistic missiles, while US and South Korea should freeze large-scale drills which are used as a pretext for the North's tests", Lavrov said.

Russia's foreign minister held talks Thursday with Thailand's top officials on counterterrorism, cybersecurity and North Korea.

Lavrov did not refer to U.S. President Donald Trump's most recent remark that the U.S. military is "locked and loaded" in the event of a misstep by North Korea, but said Moscow was "very alarmed" at Washington's rhetoric of preemptive military action.

Both Russia and China have a "range of proposals" aimed at preventing what could become "one of the deepest conflicts" and a "crisis with a big number of casualties".

Russia is open to negotiations and equitable dialogue with all partners, including the European Union and the US, Russian Foreign Minister Sergey Lavrov said at a meeting with the participants in the Russian Educational Youth Forum dubbed Terra Scientia on the Klyazma on Friday.

On Friday, Lavrov expressed his worries about the recent standoff between the United States and North Korea.

He did not elaborate on Russia's joint plan with China, though the pair's position on North Korea has long consisted of formally voicing opposition to North Korea's nuclear ambitions but also to US military support for its allies in the region. "Especially considering this rhetoric-direct threats to use force", Lavrov said.

"I don't envision a military solution to this conflict but rather consistent work as we've observed at the United Nations Security Council", Merkel told reporters.
