The administration relented on familial relations but argued that suddenly permitting a wave of refugees to enter America would "disrupt the status quo and frustrate orderly implementation" of Mr Trump's plans. The high court has agreed to review those rulings.

A representative for the Hawaii attorney general, who challenged the administration in court, could not immediately be reached for comment.

According to the Post, the Supreme Court is allowing "broad enforcement" of the "travel ban - at least for a day".

The Ninth Circuit had disagreed, reasoning that an agreement to settle a refugee clearly forges a connection between an American organisation and a foreigner seeking refuge.

The high court on June 26 cleared part of the ban to take effect in the meantime, while saying the US had to admit at least some people with close relatives in the U.S.

On Monday, Justice Anthony Kennedy temporarily blocked the 9th Circuit's decision, which would have gone into effect Tuesday.
