Also at issue are enhanced federal subsidies baked into the Affordable Care Act.

Under DSH, states get an annual allotment to help hospitals that provide unreimbursed care to low-income patients that can not be made up through Medicare, Medicaid, CHIP or other health insurance programs.

CHIP allotted $25.5 billion in coverage nationwide from 2015 to 2016, according to the National Conference of State Legislatures, insuring children who do not qualify for Medicaid but in families that can not afford private insurance.

The Kaiser Family Foundation, a nonpartisan research organization, has said it expects 10 states to run out of money late this year.

"[Not reauthorizing CHIP] can set us back in the state not only in healthcare, but in many other areas", Wahi says.

CHIP was established in the 1990s.

Democrats in Congress and around the country, however, fully mobilized against it, while paying little attention to the looming expiration of CHIP.

If the federal CHIP dollars are not reinstated, Capriotti said AHCCCS is looking at potential program changes that could end, freeze or reorganize it.

Congress' failure to renew funding for the CHIP program means over 256,000 children across North Carolina are at risk of losing their only source of health care coverage.

Under federal law, states receive annual allotments of federal CHIP funds.

However, Minnesota was among those most imperiled because it had spent all its funds. Now, the funding for the program has expired, which could harm the health of American families.

In Iowa, about 60,000 kids get health insurance with CHIP funding, with 44,000 on the Healthy and Well Kids in Iowa, or hawk-i, program.

However, Department of Human Services spokeswoman Kait Gillis said in an email that CHIP will be able to continue without disruption in Pennsylvania until February 2018. The program is administered by the states, and they generally have leftover funds from previous years. Congress should extend #CHIP funding immediately. Over the last 20 years the rate of uninsured children has gone from 20 percent to 2.4 percent. But, so far, it's continuing business as usual.

HO: The federal match for the CHIP program varies, depending on what part of the program we're talking about.

~9 million American children are covered by #CHIP.

An act to reauthorize CHIP is expected to be marked up in the U.S. Senate on Wednesday morning, and it appears a bipartisan agreement is in place to extend the funding.

Finance Committee Chairman Orrin Hatch, R-Utah, said passage of the bill would ensure children on the program don't see a lapse in coverage.

Unfortunately, the CHIP reauthorization process is getting more, not less, complicated.

CHIP, as the program is commonly known, is a genuine success story. They pay for nearly 90% of it. The Energy and Commerce Committee wants to tie CHIP's approval to hurricane disaster relief to Puerto Rico.

Congress last renewed the program's approval in 2015 until the end of the 2017 fiscal year, which ended September 30. States have broad discretion in setting their income eligibility standards, and eligibility varies across states. States have the option to cover pregnant women, and 18 plus the District of Columbia do so.

With Congress focused on the fight over an Obamacare replacement, lawmakers failed this week to take action on programs that protect 22,000 low-income kids in Arizona and help pay for uncompensated care at state hospitals.
