Immigration officials have returned to the Manus Island detention centre to destroy water supplies and makeshift shelters, increasing pressure on the men inside to leave.

They are refusing to move to new accommodation being provided for them elsewhere on the island as they say they will not be safe there.

Refugees have been indefinitely detained by the Australian government in illegal camps and are now being forcibly moved into even more precarious situation.

"I have pursued this issue from New Zealand's perspective", she told a media conference at the APEC Summit in Vietnam.

"We're shutting them down for as long as we least until the evening, to affect these people, and for these people to acknowledge and question what their Government is doing", Cullen said.

"It is time for the New Zealand government to do more than offer to take 150 refugees from Manus or Nauru".

Mr Turnbull opted not to take up the offer, but did not rule out accepting the deal at a later stage.

The group, Peace Action Wellington, says it plans to stop workers from exiting to raise awareness of what they say is an abuse of human rights for the 600 refugees still at the decommissioned Manus Island.

"There are no interpreters in Manus right now", he said.

"What I do know is that one of the concerns the Australians will have is if these people come to New Zealand and they get residence here, and then of course because New Zealanders have pretty much free access into Australia they have back-door way into Australia".

Ben Lomai said he applied for an order from the court yesterday to allow him to inspect alternative facilities for the refugees in the island's main town.

"There is an increased risk because of the way this has been organised".
