Trump Says US Will Label North Korea a State Sponsor of Terror

The move returns North Korea to the list of countries the US views as state sponsors of terror for the first time since 2008.

During Trump's 12-day Asia trip this month, the president issued a warning to North Korea while addressing the South Korean National Assembly.

"The North Korean regime must be lawful and end its unlawful nuclear ballistic missile development and cease all support for global terrorism, which it is not doing".

Countries determined by the Secretary of State to have repeatedly provided support for acts of global terrorism are designated pursuant to three laws: section 6 (j) of the Export Administration Act, section 40 of the Arms Export Control Act, and section 620A of the Foreign Assistance Act.

Experts say the designation will be largely symbolic, as North Korea is already heavily sanctioned by the United States.

Taken together, the four main categories of sanctions resulting from designation under these authorities include restrictions on USA foreign assistance; a ban on defense exports and sales; certain controls over exports of dual use items; and miscellaneous financial and other restrictions.

There is also a question about whether such a designation, especially at a time of heightened tension, could further complicate efforts to convince North Korea to give up its nuclear and weapons program.
