US To End Temporary Protected Status For Nearly 60000 Haitians

The natural disaster in 2010 killed more than 300,000 people, disrupted the function of civil society in Haiti, displacing families from their homes, closing schools and social service agencies, creating instability in government, and undermining the economy.

But now, the Trump administration is ending the program that allowed them to do so. The quake displaced about 1.5 million people and reduced much of the country to rubble. Countries can gain TPS status due to an armed conflict, environmental disaster, epidemic or other temporary condition. The unusually long lead time will give Haitians now under protection an opportunity to seek some other kind of legal status if they qualify - or to make arrangements to leave.

The protections for people from Haiti, El Salvador and Honduras were set to expire in 2018. They have said their decisions on further extensions are made on the basis of whether the initial justification for the status still exists.

Duke met with Haitian Foreign Minister Antonio Rodrigue and Haitian Ambassador to the United States Paul Altidor recently in Washington to discuss the Trump administration's thinking ahead of the formal announcement.

Earlier this month, DHS announced that acting Secretary Elaine Duke had chose to end the Temporary Protected Status for Nicaragua but was unable to come to a decision on Honduras.

Duke is weighing in the status for 57,000 Hondurans, after having extended the expiration date by six months from its original January 5 deadline. But if beneficiaries stay in the USA without legal status after TPS ends, they will lose that coverage.

Haitians who have been in the United States under TPS have played a significant role in rebuilding their country. "Failure to renew the TPS designation will weaken Haiti's economy and impede its ability to recover completely and improve its security", Rubio wrote in the Miami Herald.

"It appears ideology won over a practical application of the law", said Kevin Appleby, senior director of the New York-based Center for Migration Studies. While Hurricane Irma largely skirted Haiti this year, it hit southern Florida hardest, which is home to thousands of Haitian TPS recipients. She said it could have repercussions far beyond TPS status for a single nationality. She said this would allow for an orderly transition before the designation terminates on July 22, 2019. "After all of this time, no conceivable objective is served by upending all of that and ordering them to return to some of the most risky and precarious countries on earth".

"The law is relatively explicit, that if the conditions on the ground do not support a TPS designation, then the secretary must terminate", the official said. The Times reported that Mr. Kelly, as White House chief of staff, has put pressure on Ms. Duke to end the status for both groups. Thinking about the Haitian TPS population in Massachusetts, Healey said, "I think about the fear, I think about the anxiety and I think about how unnecessary all of this is, and it's why I stood up along with others in advocating for the extension of TPS".

Boston has the nation's third largest Haitian community. And on Thanksgiving Day, the only right decision is to extend our welcome to the Haitians.

The Trump administration is asking almost 60,000 Haitians, who are living in the country legally, to pack their bags or face deportation.
