North Korea calls new United Nations sanctions an "act of war"

The resolution comes in response to North Korea's intercontinental ballistic missile test last month.

Quoting the latest resolution, Bessho underscored the council's "continuous review" of North Korea's actions and determination to impose further restrictions in response to additional launches, as well as its willingness to modify or suspend measures in the case of compliance.

North Korea's official name is the Democratic People's Republic of Korea (DPRK).

Last week, AFP quoted United Nations officials as saying the USA and China were working on a joint draft resolution concerning oil product supplies to North Korea, which should cripple its missile program.

While denouncing North Korea's "unacceptable" nuclear and missile programs as well as the "tremendous risks" posed by its unannounced launches, Safronkov urged the "establishment of an atmosphere of trust among states in the region" through the de-escalation of military activity by multiple parties.

"In searching for the recognition of its status as a de facto nuclear-possessing state, (the North) would explore the possibility of negotiations with the USA".

"China has made enormous efforts to push for settlement through dialogue and negotiations and has paid a price higher than all the other parties for the objective of implementing the council's resolutions", Deputy Ambassador Wu Haitao said. Exports totaled $287.84 million in November, up from $244.2 million in October.

The Chargers back at that time were bad, but have been more stable lately despite the team moving from San Diego to Los Angeles. One problem: the prospect of Cleveland wanting a quarterback might actually scare off the quarterbacks that Cleveland wants .

The South Korean Defense Ministry is creating a new bureau dedicated to monitoring and countering the threat from North Korea, according to a government news release.

South Korean President Moon Jae-in has long advocated for increased dialogue with North Korea.

"North Korea may continue to advance its nuclear and missile capabilities while searching for an outlet externally", the ministry said in its predictions for North Korea in 2018. "For more than 25 years, it has pursued nuclear weapons and ballistic missiles in defiance of every commitment it has made".

The announcement comes on the heels of growing calls for South Korea's armed forces to establish a so-called "control tower" dedicated to exclusively handling North Korea affairs.

Speaking in Beijing, Chinese Foreign Ministry spokeswoman Hua Chunying said the resolution appropriately strengthened the sanctions but was not created to affect ordinary people, normal economic exchanges and cooperation, or humanitarian aid.

But the significance of mentioning of inter-Korean cooperation, especially with regards to both countries' armed forces, may be more political than military, Delury noted.
