President Trump says he is going to shrink the size of the national monuments in Utah by millions of acres, potentially triggering a legal battle to decide the fate of America's wildernesses.

When the administration began its controversial review of 27 large monuments, including Utah's Bears Ears and Grand Staircase-Escalante, it said the Act needed to be tested.

On Monday, Trump announced that his administration would reduce the size of two national monuments: Bears Ears and Grand Staircase-Escalante, each more than a million acres in size.

At Gold Butte, a 300,000-acre monument in southern Nevada, Zinke proposed reducing some of the designated area near a water district used by local residents to allow for repairs and infrastructure upgrades. Documents leaked last week indicate that Bears Ears National Monument may be cut by 85 percent and Grand Staircase-Escalante national monument may be shrunk by half. "We will be fighting back immediately".

The California-based Patagonia plans to sue the president, according to both its founder, Yvon Chouinard, and the CEO Rose Marcario: "We've fought to protect these places since we were founded and now we'll continue that fight in the courts", Marcario said in a statement Monday. "Public lands will once again be for public use, because we know that people who are free to use their land and enjoy their land are the people most determined to conserve their land", he said.

Their suit questions President Trump's authority to modify or replace national monuments created by predecessors.

Zinke told reporters Tuesday he is "fairly confident" Trump will accept his recommendations.

But tribal groups called Trump's action a "shameful attack" on lands considered sacred to American Indians. Bears Ears features thousands of Native American artifacts, including ancient cliff dwellings and petroglyphs.

The Bears Ears National Monument, designated by Obama by proclamation a year ago, now encompasses 1.35 million acres in southern Utah, including the distinctive twin mesas that give the monument its name.

But Zinke said he will also recommend changes to a handful of other monuments. He made the announcement at the Utah State Capital, with a proclamation signing ceremony that included state and federal lawmakers.
