"So what we're going to do is restore America's economic viability, because no nation in history has maintained its military power that was not economically viable and did not keep its fiscal house in order", Mattis said.

The plan is straightforward: compete, deter and win.

The Defense Department's first national defense strategy (NDS) to be set forth in a decade shifts focus toward great power competition and advocates increased lethality, increased cooperation with allies and partners, and adopting better business practices to maximize resources.

UPI said the U.S. document is classified.

The United States military faced a variety of consequences as a result of a federal government shutdown, with USA troops working at least temporarily without pay, thousands of civilian employees furloughed, and Republicans and Democrats alike saying that their opponents should do better for the troops. "Failure to modernize our military risks leaving us with a force that could dominate the last war, but be irrelevant to tomorrow's security".

"Success no longer goes to the country that develops a new technology first, but rather to the one that better integrates it and adapts its way of fighting", Mattis said Friday, quoting from the document.

In seeking to shift the military emphasis to Russian Federation and China after years fighting terrorism, the Trump administration is echoing numerous same pronouncements made by the Obama administration, which famously sought to pivot to Asia after years of fighting in Iraq.

"As hard as the last 16 years have been on our military, no enemy in the field has done more to harm the readiness of the USA military than the combined impact of the Budget Control Act's defense spending cuts, worsened by us operating in nine of the last 10 years under continuing resolutions wasting copious amounts of precious taxpayer dollars".

Preferably, said Mattis, conflicts in space should be resolved diplomatically. Aggressors would be punished with economic and other types of worldwide sanctions, he added.

The announcement comes as the Donald Trump administration has made clear in recent days that it plans to keep 2,000 U.S. troops in Syria indefinitely to help usher in a political process to replace President Bashar al-Assad and confront Iranian influence in the country. "We will modernize key capabilities, recognizing we can not expect success fighting tomorrow's conflicts with yesterday's weapons or equipment".

Mattis said the supremacy of American military is not preordained. "During a conflict, attacks against our critical defense, government, and economic infrastructure must be anticipated". The NDS lists nuclear modernization as its top priority investment, followed by space and cyberspace capabilities, surveillance and reconnaissance, missile defense and autonomous systems.

Derek Chollet, former senior Pentagon official in the Obama administration and now with the German Marshall Fund in Washington, said much of the strategy is "old wine in a new bottle, but in this context, that's a good thing".

"China is a strategic competitor using predatory economics to intimidate its neighbors while militarizing features in the South China Sea", the document reads.

Speaking in Washington, Mr Mattis also appealed to Congress to fund the military adequately and refrain from "indiscriminate and automatic cuts" to the USA federal budget.

According to one official, China has increased its defense spending by 10 percent each year for the past 20 years in an effort to counter USA abilities to operate in the Western Pacific.

To achieve those goals, the military will be "strategically predictable but operationally unpredictable", the report says. "In fairness, if you look back at previous QDRs and other strategy reviews, that often is the case - that it's a lot of talk".
