DHS Cyber Chief Confirms Russia 'Successfully Penetrated' Some US Voter Systems, But

The Russian government successfully obtained access to USA voter registration databases in multiple states prior to the 2016 election, the federal official responsible for monitoring hacking said.

Jeanette Manfra, the Homeland Security official tasked with securing the system from hackers, told NBC News that a total of 21 states were targeted and "an exceptionally small number of them were actually successfully penetrated".

Jeh Johnson, who was DHS secretary at the time, told NBC that states and the federal government should "do something about it", though he lamented numerous targeted states haven't taken action since the election.

Manfra said there's "no doubt" that the Russian government was behind the hacks. Five of those said they were not attacked. "We were able to determine that the scanning and probing of voter registration databases was coming from the Russian government".

With NBC News establishing the narrative, it was picked up by a number of other news outlets - like the New York Daily News, which declared in its headline that "U.S. official confirms for first time" that Russians hackers had penetrated voter systems. He said that electoral systems were "critical infrastructure", and as vulnerable to outside attacks as power grids.
