Trump's request lands at a particularly busy time for the Office of the US Trade Representative, which is in the midst of NAFTA talks and evaluating a series of tariffs Trump has threatened to impose on China.

In his remarks on Thursday, Trump cited a speech by Chinese President Xi Jinping that the USA president interprets as a signal China is about to open its markets to more US goods. There's a major first-mover advantage and U.S. companies will be left out. "Increased economic engagement with the 11 nations now in TPP has the potential to substantially improve the competitiveness of USA businesses, support millions of, increase US exports, increase wages, fully unleash America's energy potential, and benefit consumers".

China's aggressive response to Mr. Trump's tariffs is aimed squarely at products produced in the American heartland, a region that helped send him to the White House.

The U.S. and China are in the early stages of what could be the biggest trade battle in more than a half century.

Eleven other Pacific Rim countries signed a sweeping trade agreement last month that came together after the US pulled out.
