UN Secretary-General Antonio Guterres launched the funding drive at a conference in Geneva aiming to raise $2.96 billion (2.4 billion euros) for this year.

The spokesperson of the Arab coalition fighting to support legitimacy in Yemen said that a Saudi oil tanker was subjected to a Houthi-Iranian attack on Tuesday afternoon.

The funding brings the total USA humanitarian assistance for the war-torn country to over $854 million since 2017.

According to the WSJ report, the consulting company briefed top Emirati national security officials on two occasions, and experts involved in the making of the war game were unaware of who the client was.

It came a day after the United Nations said children were among 16 Yemenis killed in an apparent coalition air strike in Hodeida province, calling it "one of the deadliest attacks" on minors in the country for years. The conflict has fanned the world's worst recent cholera outbreak and put many on the brink of starvation. "A horrifying 8.4 million of these people do not know how they will obtain their next meal", Guterres said.

Health and sanitation systems are teetering in Yemen.

Noting that last year's donor conference raised $1.1 billion for humanitarian action in Yemen, Guterres said Saudi Arabia and the United Arab Emirates have provided $930 million and pledged to secure an additional $500 million from the region while other donors have contributed some $293 million so far which means 40 percent of the requirements have been provided for the year. The United States announced almost $87 million in additional humanitarian aid, while the European Union pledged €107.5 million ($132 million) in new funding this year.

Ken Roth, director of Human Rights Watch, said any humanitarian contribution was welcome amid such severe suffering.

Al-Malki said a coalition naval ship accompanied the oil tanker until it completed its navigation north. Pictures carried by state-run Saudi al-Ekhbariya TV showed a hole ripped through the side of the ship but no oil leaking out.

"Sending remedial aid doesn't exculpate Saudi Arabia and the UAE for their war-crime strategy of blockading and bombing Yemeni civilians", he added.
