The group filed the petition Wednesday and began collecting signatures.

The rebel Republicans are using what's known on Capitol Hill as a discharge petition, which is a way for lawmakers to push bills to the floor over the objections of the majority party's leaders, who traditionally control the floor schedule. "So I'm going to force the issue", Rep. Jeff Denham, R-Calif., a leader of the effort to force immigration votes, said in an interview. With the signatures collected, four separate immigration bills could come to a vote. "Our job is to make sure all of the bills that all of us have worked really hard on have a voice on the floor".

In a meeting Tuesday with Ryan, Denham said he told the speaker he had the backing he needs.

"The speaker is a very respectful person", Curbelo said of how Ryan responded. "He just told us that he didn't think this was the best way to proceed". The proposal has received widespread backlash from Democrats, with Congressional Hispanic Caucus (CHC) Chairwoman Rep. Michelle Lujan Grisham calling the measure the "Mass Deportation Act" and a "farce of a bill".

Republican House members in Latino-heavy districts are trying to force a vote that could help Deferred Action for Childhood Arrivals recipients avoid deportation. Ryan has tried unsuccessfully to round up enough support for the conservative alternative and has said he doesn't want votes on immigration legislation that President Donald Trump won't sign.

By late afternoon, 17 Republicans had signed on and virtually all 193 Democrats were expected to add their names. Under House rules, the earliest the chamber would vote on the group's proposal is late June.

Ryan hasn't formally weighed in, but he has for months called on House members to work on crafting immigration legislation through normal committee channels - a position reiterated Wednesday by Ryan spokeswoman AshLee Strong.

The fourth bill would be left up to Ryan to decide, an allowance that Republicans behind the petition say shows they are making an effort to be deferential to GOP leadership.

Whichever of the four bills got the most votes from a majority of House members would then advance to the Senate.

"Since the President's call for Congressional action on DACA and other immigration policies in September of previous year, the House has done nothing. This time, let's have a debate and produce a compromise that brings Americans together - those who want to strengthen border security and enforce our immigration laws and those who believe we should welcome the young immigrants who arrived in our country as children, grew up here, and are already contributing to the greatness of America".

Trump ended DACA, created under President Barack Obama, in March, though federal judges have kept it functioning during legal battles expected to last months.

The 2013 comprehensive immigration bill, which Coffman opposed, included the Dream Act. "My rule is about coming together in a bipartisan manner to find a compromise on a permanent solution for America's Dreamers and responsible border security".

Trump has said he won't sign new immigration protections without funding for the wall and greater border security.
