The shooter began firing inside a loading dock at the Fifth Third Bank headquarters near Fountain Square, police said. The mayor said his dad used to work in the building. Hospital officials said two people died upon arrival while another is still in critical condition.

A large part of downtown Cincinnati was cordoned off after the shooting. "We didn't know where to go because we didn't have a backdoor", she told reporters.

A witness told the Cincinnati Enquirer he heard as many as 15 gunshots during the morning incident. He did not hear the shots, he said, but he saw emergency responders wheeling out victims on stretchers.

Cincinnati police revealed that five victims were injured in all and three are deceased. "The shots got closer and closer and closer and closer and that's all you can think about is, I'm next, I'm next, I'm next", Janetta Cook, a bakery worker, was quoted by CNN saying. He noted that it "could have been much, much worse" if not for the quick police response to the shooting.

Amanda Nageleisen, a spokeswoman for University of Cincinnati Medical Center, previously confirmed to HuffPost that the center had received four victims from the scene.

One victim was identified as 64-year-old Richard Newcomer, a superintendent with the Gilbane Building Company, a construction company based in Cincinnati.

Jaenetta Cook, who manages a bakery on the first floor, said she hurried to lock the door after the first two shots.

"This is a shock that none of us could have ever expected and we're focused on praying for his family and getting through this", Cotter said. Police were searching his apartment in North Bend Thursday afternoon, looking for any clues about the attack or its motive.

"They were dropping to the ground to get away, trying to find a way to protect themselves", she told Local 12 News.

"This is clearly an act of grotesque violence to innocent people and it should frighten all of us", said Cincinnati Mayor John Cranley.

A vigil for the three people killed in Thursday's mass shooting will happen at 4:00 p.m. Friday at Fountain Square.
