The National Hurricane Center said Gordon, which did not develop into a hurricane before making landfall Tuesday, was weakening on a path into Arkansas after striking the coast at 70 miles per hour just shy of hurricane strength near Pascagoula, Mississippi.

The 2 a.m. ET update from the National Hurricane Center said the storm had maximum-sustained winds of 50 miles per hour as it moved northwest at 14 miles per hour.

Operators in the US Gulf of Mexico have begun returning their employees to offshore platforms and assessing potential damage as tropical storm Gordon continues tracking inland through the state of Mississippi.

The National Hurricane Center said Gordon's tight core was about 30 kilometres southeast of Biloxi, Miss., or about 355 kilometres south of Mobile, Ala., where heavy rains and winds picked up shortly before nightfall.

Though the Louisiana coast remained calm as of early Tuesday evening, Governor John Bel Edwards declared a state of emergency and companies cut 9 percent of U.S. Gulf of Mexico oil and gas production.

In addition to heavy rains, the Miami-based forecasting center said there is a possibility of tornadoes in MS and western Alabama, where crews have been working throughout the night to restore lost power to more than 20,000 customers, mostly in coastal areas.

A couple of tornadoes are possible near the Alabama and Florida coasts, the NHC said.

Forecasters had predicted a storm surge along parts of the central Gulf Coast, and skies quickly turned dark gray as the fast-moving storm overshadowed the port city of Mobile, where chairs were lashed together atop tables outside a restaurant in the normally busy entertainment district.

"Basically, all the rain thats associated with the tropical storm is being pulled away from us right now", Wynn said. "We're good", he said. No one else was inside the home at the time of the accident police said.

Similarly, a storm surge led to flooding along the Gulf Coast and barrier islands. They were likening conditions to 2017's Hurricane Nate, which was mostly a rainmaker by the time it got there.
