South Korea's Yonhap News on Thursday quoted analysts who took Kim's remarks as a positive sign.

"She (Matviyenko) is now meeting Chairman as scheduled", he said.

"The countries agreed to review the implementation of the Panmunjom Declaration and discuss the future direction of its implementation, and to discuss practical ways to establish lasting peace and ensure joint prosperity on the Korean Peninsula, especially denuclearize the Korean Peninsula", he told a nationally televised press conference.

A separate account by North Korean state media said Kim told the delegation that he wanted progress on denuclearization, without mentioning the USA or Trump.

The North Korean leader reportedly told the visiting South Korean delegation, led by President Moon Jae-in's national security adviser Chung Eui-yong, he was prepared to accept "stronger measures" to curtail his nuclear weapons program and looked forward to declaring the end of the 1950-53 Korean War.

The tweet came in response to reports following a meeting between Kim and South Korean leaders earlier this week.

Kim was paraphrased in the statement by his propaganda specialists as saying that it was "his will to completely remove the danger of armed conflict and horror of war from the Korean peninsula and turn it into the cradle of peace without nuclear weapons and free from nuclear threat".

Mr. Kim has not confirmed his attendance, but his participation would mark another major step in his efforts to bring Pyongyang out of global isolation over its nuclear programme.

He even expressed regret that the global community does not appreciate such meaningful steps taken by his country, the South Korean envoy said.

Moon, who brokered the historic summit between Kim and Trump in Singapore, said he had "high hopes" for his next meeting with the North's leader to achieve a similar feat.

The Associated Press reports that Chung said Kim expressed frustration over the worldwide community's reaction to measures taken by the North.

The summit, from 18-20 September, will be the third inter-Korean summit this year. U.S. Secretary of State Mike Pompeo visited Pyongyang in July, after which North Korea accused him of making "unilateral and gangster-like demands for denuclearization".

There was some give and take, with Kim promising de-nuclearisation and Trump suspending some war games with South Korea.

"What matters is implementing with sincerity the agreements among the leaders, and our objective is producing irrevocable progress by the end of this year", Moon said, referring to denuclearization and a permanent peace on the Korean Peninsula.

To make sure the event is seen around the world, North Korea has invited a large contingent of foreign media to cover it and the other events including the military parade.

Pompeo, who is now visiting India, was a tad less enthusiastic.

Both Koreas also said they would jointly push for talks with the United State and also potentially China to officially end the Korean War, which stopped with an armistice that did not formally end the war.

North Korea said the request to circulate the document to the 193 United Nations member states "shows full determination of North and South Korea to keep advancing the North-South ties without deviation" and to demonstrate that they "have entered definitely the new orbit of peace, the orbit of reconciliation and co-operation".
