Crimea's president Sergey Aksyonov, said that the attacker was a 22-year-old student in the college's fourth-year class, and that the student killed himself.

It said in a statement that 13 people had been killed and around 50 wounded, many of whom were teenage children. "Then they were running with assault rifles - I don't know with what - around the second floor, opening rooms and killing everyone they could find", the college director, Olga Grebennikova told KerchNet, a local Crimean television station.

Russia's National Anti-Terrorism Committee said the blast at the college in the city of Kerch in eastern Crimea was caused by an unidentified explosive device.

Though initial reports of the attack cited some sort of improvised explosive device going off, it was unclear whether a bomb was used during the attack.

Some earlier reports had quoted officials saying it was a gas explosion, but a spokeswoman for the regional gas-distribution company said it had no contract to supply gas to the college. Video footage from the scene showed armored personnel carriers and military trucks lined up on the approach to the college, in the Crimean city of Kerch.

Russian news agencies quoted a senior official with Russia's National Guard, a law enforcement agency, as saying that the attack was being treated as terrorism. The shooter was later identified as Vladislav Roslyakov, who officials said was a local resident.

Photos from the scene posted by Kerch.FM showed debris on the ground and windows of the building blown out.

Russian Federation annexed Crimea from Ukraine in 2014, a move that was deemed illegal the European Union and USA and that triggered global sanctions. Kerch is the point on the peninsula where a bridge linking Crimea to Russian Federation makes landfall on the Crimean side.
